Details
The Rural Network Road Resheeting Project is a key initiative of Isaac Regional Council (IRC) and forms part of Council’s annual capital works program. It is designed to address the ongoing renewal needs of the unsealed road network across the Isaac region. These rural roads are vital to the daily operations of local industries, especially agriculture and mining, as well as providing essential access for residents, services, and emergency vehicles.

As part of the 2026–2027 capital program, this project targets priority sections of the unsealed road network. The resheeting works will include gravel supply and cartage, reshaping of the existing road surface to proper formation, and improvements to drainage. The project is separated into three separable portions: SP1, SP2, and SP3 representing the West, Central and East region of IRC respectively.

This project demonstrates Isaac Regional Council’s continued commitment to delivering safe, reliable infrastructure and supporting economic activity in its rural and remote communities. Works will be planned and delivered with a focus on quality outcomes, environmental responsibility, and minimal disruption to road users.

Good morning

We note that Annexure A – BOQ Resheeting does not contain a line item for mobilisation and demobilisation (establishment/disestablishment) for each Separable Portion. Can Council please confirm the following:

1. That mobilisation and demobilisation (establishment/disestablishment) is to be absorbed into the submitted unit rates/lump sum items within each Separable Portion BOQ, and is NOT to be priced as a separate line item.

2. Given that the works may be awarded per individual Separable Portion (SP1, SP2 or SP3) OR to a single supplier for the entirety, how does Council require establishment/disestablishment costs to be apportioned? Specifically, should each Separable Portion be priced to fully recover its own standalone establishment/disestablishment cost (i.e. on the assumption that SP could be awarded in isolation)?

3. Alternatively, would Council consider adding a separate establishment/disestablishment lump sum item to each Separable Portion BOQ to allow transparent and consistent pricing across tenderers?

We raise this to ensure pricing is submitted on a consistent basis.

Good morning

The Project Manager responds below;

1. Mobilization and demobilization costs are to be included in the existing ‘contractors site facilities’ item in each separable portion BOQ. Unit rate and Lump sum amount should be provided in that separable line item.

2. Each separable portion is to be priced independently. Any mob or demob costs applicable to a portion should be included within the ‘contractors site facilities’ item for that separable portion.

3. No, A separate mobilization and demobilization lump sum item will not be added to the BOQ, as provision has already been made within the ‘contractors site facilities’ line item for tenderers to allow for establishment and demobilization costs.

a. Part 2 - Tender information within the Request for tender document specifies a PC date of February 2027.

b. Section 7a)within the Contract states 30th of April 2027.

Do we need to submit everything (excluding pricing excel doc) as one PDF document? Do we need to combine all attached safety management plans, environmental plans, relevant experience etc into one document or can they be uploaded individually. If they must all be combined, what is the maximum file size we will be able to upload?
