Question
:
1. Please confirm whether QGAir’s existing Omnissa Workspace ONE environment is intended to be retained for the term of the contract, and whether the successful supplier is expected to administer the existing tenancy rather than propose a replacement platform.
2. Please confirm whether Apple Business Manager (ABM) is already established for the EFB fleet, and whether the successful supplier will be granted the necessary administrative access to support enrolment, assignment, and lifecycle administration.
3. Please clarify who currently owns and administers the APNs and VPP / Apple application assignment tokens, and whether the successful supplier will be responsible for renewal coordination only, or also renewal administration where authorised.
4. Please confirm which aviation / EFB applications are currently in use across Rotary Wing and Fixed Wing operations, and whether there are any known compatibility, support, or operational constraints suppliers should take into account.
5. Please clarify QGAir’s expectations regarding supplier responsibility for iOS and application update validation, including whether formal test scripts, pilot-group testing, and customer approval gates are expected before wider deployment.
6. Appendix A refers to Wi-Fi + Cellular devices and notes that SIMs are provided by QPS. Please confirm the intended connectivity model, including whether devices will use eSIM, physical SIM, or a mixed approach.
7. Please clarify the expected repair / replacement turnaround model for Brisbane, Townsville and Cairns, including whether next business day replacement is considered acceptable for operational continuity purposes.
8. The ITO refers to the Public Records Act 2002. Please confirm whether suppliers should respond by reference to the current Queensland public records legislation, being the Public Records Act 2023 (Qld), for compliance and service design purposes.
9. Please also confirm whether there is a current supplier supporting the EFB fleet today, or whether the environment is presently being managed in-house. If Workspace ONE is currently in place, please also confirm whether the tenancy is cloud-hosted or on-premises

:
1) Workspace ONE retention vs replacement
QGAir currently operates a Workspace ONE environment. Suppliers may propose either:
a) retaining and administering the existing QPS Workspace ONE tenancy
b) an alternative MDM platform, where the supplier can demonstrate clear value-for-money and governance/security advantages and a transition approach that does not introduce unacceptable operational disruption or risk.
Where an alternative platform is proposed, suppliers must clearly describe transition, data/configuration migration, continuity controls, and exit/portability arrangements.
2) Apple Business Manager status and access
Apple Business Manager (ABM) arrangements exist for the EFB fleet. The successful supplier (where Managed Services are in scope) will be granted appropriate administrative access on a least-privilege, role-based basis, subject to QPS/QGAir access approval processes. Suppliers should describe the access they require and how they will manage administrative controls, logging, and governance.
3) APNs and VPP token ownership and renewal
APNs and VPP/Apple application assignment token arrangements are currently in place. The successful supplier (where Managed Services are in scope) will be expected to coordinate renewals and provide SME support to QGAir administrators. Where the supplier proposes to perform renewal administration, this must be clearly described, including required access, governance controls, and responsibilities. Final arrangements will be confirmed during transition planning.
4) Aviation / EFB applications currently in use
QGAir utilises aviation/EFB applications across Rotary Wing and Fixed Wing operations. Current applications include OzRunways and ForeFlight (and associated aviation charting/flight planning and operational document use cases). Suppliers must ensure the proposed solution supports these application types and does not introduce operational disruption. Suppliers should describe how they will manage application compatibility and support, including their approach to iOS/app validation, staged deployment, customer approval gates, and rollback/contingency arrangements. Any supplier assumptions or constraints should be declared in the Offer.
5) Expectations for iOS/app validation (test scripts, pilots, approval gates)
QGAir expects suppliers (where Managed Services are in scope) to provide a managed update governance approach appropriate to an operationally embedded EFB environment. This should include, at a minimum:
a) pre-deployment review/testing of iOS and relevant application updates
b) staged deployment (e.g. pilot group/rings) where and when appropriate
c) defined approval gates with QGAir prior to wider rollout
d) rollback/contingency approach and reporting.
Suppliers should propose an approach that is proportionate and practical, and clearly describe the resourcing and process controls.
6) Connectivity model: eSIM vs physical SIM
Devices must be Wi-Fi + Cellular (4G/5G) capable. SIM services are provided by QPS and are out of scope.
The current environment uses a physical SIM but this would depend on device generation and carrier constraints. Suppliers should confirm how their proposed solution supports both and describe any assumptions or constraints.
7) Repair/replacement turnaround expectations (Brisbane/Townsville/Cairns)
Suppliers must propose a repair/replacement model that supports operational continuity across Queensland locations. QGAir’s preference is for fast turnaround and minimal downtime, noting that exact targets will be evaluated as part of value-for-money.
Suppliers should propose:
a) expected turnaround times for Brisbane, Townsville and Cairns
b) whether advance replacement/loan devices are available
c) escalation options for time-critical operational impacts.
“Next business day replacement” is acceptable depending on the proposed model and operational impact, however suppliers must justify suitability and include contingencies.
8) Public Records Act 2002 vs 2023
Suppliers should respond having regard to current Queensland public records legislation and applicable QPS/QG recordkeeping obligations. Where the ITO references the Public Records Act 2002, suppliers may address compliance by reference to the current legislative framework and describe how recordkeeping/export/retention will be managed for any records generated under the service.
9) Current supplier and tenancy hosting model (cloud vs on-prem)
The EFB environment is currently supported by a managed service provider. Further detail regarding incumbent arrangements will be managed through transition planning with the successful supplier to support continuity. Workspace ONE is currently in use and is cloud-hosted rather than on-premises.

Question
:
Hello, With regards to the storage of the ipads, charging, and hot swaps, we can recommend a secure storage unit that will cater for this functionality. Is this something you would like to have in your proposal?
Answered on 26/Mar/2026 12:02 PM
:
Secure storage, charging and hot-swap arrangements may provide operational benefit, however they are not a mandatory requirement under this ITO and QGAir is not prescribing a specific storage/charging solution at this stage.
Suppliers may include a secure storage/charging/hot-swap unit as an optional item in their proposal, provided it:
a) is clearly identified as optional (severable) and does not change the base offer
b) is priced separately (supply, installation if applicable, warranty/support, and any ongoing costs)
c) includes details of capacity, security controls, power requirements, footprint, delivery/installation approach across QGAir bases, and any dependencies/assumptions
Optional items will be considered as part of value for money where they provide demonstrable operational, governance, or continuity benefits.
