Details
The location of the works is the Slip Bight Marina Car Park. The proposed works involve both car park and drainage upgrades that commence North of the Paynesville Motor Cruiser Club.

The scope of works of this contract involves but is not limited to the complete reconstruction of road pavements and pedestrian infrastructure to provide additional and more

formal car parking infrastructure within Slip Bight Marina. The works also include an upgrade of existing underground and above ground stormwater infrastructure to future proof the precinct for further upgrades. The works will require stabilisation of the existing subgrade material due to the site formally being a tip, with the design proposing a proprietary geogrid product to bridge over this unsuitable material.

Full design documentation has been provided with a Feature and Level Survey, Underground Utility Investigation, Geotechnical Investigation and Acid Sulphate Soil Investigation.

Please confirm:

1. Whether Item 3.1 is intended to allow reuse of any on-site excavated material, or only imported/approved material.

2.If reuse is intended, what acceptance criteria/testing and approvals will apply to deem material suitable for reuse, and whether this includes material classified as Category D/landfill-derived fill.

3.If reuse is not permitted, please advise whether Item 3.1 is to be priced as NIL and disposal/import measured under other schedule items.

Contractor is allowed to reuse excavated material within site excavated/stockpiled if suitable to reuse upon written approval from Superintendent.

Please confirm:

1. Whether Item 3.1 is intended to allow reuse of any on-site excavated material, or only imported/approved material.

Item 3.1 is intended to allow reuse of suitable excavated material generated above the 400 mm depth, where aesthetic debris and wastes were not identified, or the reuse of imported approved fill material, as applicable.

Item 3.1 is not intended to permit reuse of material excavated from below 400 mm depth unless such material is further assessed, classified and approved in accordance with regulatory requirements.

2.If reuse is intended, what acceptance criteria/testing and approvals will apply to deem material suitable for reuse, and whether this includes material classified as Category D/landfill-derived fill.

Consistent with the In Situ Waste Classification Report, excavated material is subject to further assessment once excavated and stockpiled, recognising the potential for variable classification away from sampling locations. The Contractor is responsible for determining appropriate stockpile management and segregation, including (where beneficial) separation of material excavated below 400 mm depth.

Any reuse of excavated material is subject to:

a. Appropriate sampling, testing and classification to check compliance with EPA requirements, and

b. Written approval of the Superintendent.

Material classified as Category D / landfill derived fill is not permitted for reuse within the works. In the absence of testing and approval, such material shall be disposed of at an appropriately licensed facility.

3.If reuse is not permitted, please advise whether Item 3.1 is to be priced as NIL and disposal/import measured under other schedule items.

Based on the limited volume of excavation below 400 mm depth and the allowance already provided under Item 3.2 – Cut to Dispose, no adjustment to the Pricing Schedule is required.

Tenderers are to note that Item 3.1 applies to reuse of suitable material above 400 mm depth or approved imported fill.

Disposal of unsuitable material, including material from below 400 mm depth, is to be measured and paid under the relevant disposal items in the Pricing Schedule.
