Question:
Hello QGIF Team - please see our initial questions below:

1. Claims – legacy: Are legacy claims (incl. any active class actions) included as part of this RFP? If so, how many active claims are there incl. details such as current outstanding balance for each claim, name and type of claims?

2. Claims – ground-up: Are you able to provide a summary of ground-up claims by agency across the four classes? Specifically of interest are liability claims, esp. med mal, given the current liability RI program structure. In addition, are you able to provide all ground-up claims information for claims above $10m incl. the RI program name, paid, outstanding, incurred figures and underwriting years?

3. Broking – liabilities: Can you provide a breakdown of the combined liability program from ground-up i.e. $20m up to $500m splitting PL, PI and GL incl. specific limits and sub-limits for each liability section?

4. Broking – liabilities: Can you provide the placement slip for the combined primary 80m xs 20m liability layer, and associated combined primary 30m xs 20m and combined 1st 50m xs 50m layers?

Best regards, Guy Carpenter Team.

Question:
1. In Section 1.5.3 of your Request for Quote, suppliers are asked to “provide a Main Response Document (PDF, maximum 30 pages plus appendices). Suppliers may present this in their own format, provided responses follow a similar logical order / numbering”. Please could you confirm:

a. Whether the ‘Main Response Document’ relates to Supplier Response to Requirements only (under Section 4.0 2(C) on page 11 of the Request for Quote OR The entire response (i.e. A, B and C with the exception of the editable excel file for Pricing Information?

b. Whether presentation of our response in our own format applies only to Supplier Response to Requirements only (under Section 4.0 2(C) or whether we can incorporate the following sections into our own format as well, as opposed to submitting in the pro-forma template in Word that you have provided:

• 2A

• 2B

• 2C (Departures)

• 2C (Mandatory Requirements)

• 2C (Insurance)

• 2C (Purposeful Public Procurement)

• 2C (Declarations, including conflicts)

c. Whether the 30 page maximum applies only to the Supplier Response to Requirements only (under Section 4.0 2(C) on page 11 of the Request for Quote or the entire submission?

d. Whether cover pages and divider pages count in the 30 page limit.

2. We note that the RFQ does not have a section for referees. Please can you confirm whether QGIF would like us to provide referee details?

3. Given the mandatory requirement that the supplier must have “Experience in managing Government programs with property asset exposures above $50 billion”, can you please clarify the type of government entities in scope (e.g. State Schemes only)?

4. With respect to the Pricing and Rate Cards section of the Request for Quote (p.12), could you please specify whether you are wanting bidders to include KPOs irrespective of the pricing options provided, or does this apply to Pricing Option 2 only?

5. Any insights into the weightings you have applied to you decision criteria would be gratefully appreciated if these are able to be disclosed.
