Question:
Can QUT confirm whether the mandatory requirement for a “minimum 60-officer 24/7 operation” may be satisfied through a directly managed integrated Queensland portfolio of long-term 24/7 contracts, rather than a single site or single-client deployment?

Answered on 06/May/2026 08:49 AM:

QUT advises that a directly managed integrated Queensland portfolio of long term 24/7 contracts will not satisfy the mandatory requirement for a “minimum 60-officer 24/7 operation”.

Question:
Hi Team,

We have a question relating to a conflict with data between Master_Roster_Example_Rapid_Response and Tab 1 Rows 13 and 14 of 00013891.0_Schedule_3A-Returnable_Pricing_Schedule-QUT_Security_Services_Is (2)

Q. Could it please be advised if weekends or public holidays are required to be worked for the Rapid Response Day / Night officers at Gardens Point? The pricing schedule advises yes however there are no shifts listed in the corresponding supplied roster?

Thank you

Answered on 06/May/2026 08:52 AM:

Weekends will NOT be required, but Public Holidays falling on weekdays will be required for the Rapid Response Day / Night officers at Gardens Point. The Pricing Schedule will be updated by QUT in this regard.

Question:
Hi Team

we have a question relating to Master_Roster_Example_Parking - Page 1, week 1 Officer 1 KG -0600 to 1600

Q. Thursday indicates D Golf 6, Is this correct. Is D Kilo 6 required on this day

Thank you

Answered on 06/May/2026 08:54 AM:

The reference to D Golf 6 in the draft Master Roster (Parking – Page 1, Week 1, Officer 1, KG, Thursday 0600–1600) is an error. The correct and intended deployment for this shift is D Kilo 6. An updated Master Roster Parking will be uploaded.

Question:
We note that the current Scope of Works identifies seven (7) positions operating on a 24/7 basis. Based on a standard 4 on / 4 off roster model, this equates to approximately twenty-eight (28) dedicated operational personnel required to deliver the continuous roster. We therefore respectfully seek clarification as to the rationale for a mandatory requirement of a single “minimum 60-officer 24/7 operation,” noting that this threshold appears materially greater than the resourcing required to deliver the services described within the current Scope of Works.

Our organisation currently delivers eight (8) directly managed 24/7 positions across long-term critical infrastructure, logistics and local government contracts within Queensland and have been doing so for many more years than the 3 years required. We deploy a further 57 permanent officers across daily operational activities in Brisbane alone, and we provide up to 300 officers for special events on a regular basis. These services are delivered by directly employed personnel and supported by established management systems, structured supervision and proven long-term operational capability.

We respectfully submit that this demonstrated operational footprint, scale and complexity appears directly aligned to the requirements of the proposed contract and seek clarification as to whether equivalent demonstrated capability may satisfy the intent of this mandatory requirement.”

Answered on 06/May/2026 12:40 PM:

The current QUT operating model has a 65-officer profile which enables full-time and part-time rostered positions, relief coverage for leave, training and attrition, and ad-hoc and surge deployments. Each shift has a different base model but to cover all requirements a workforce of 60-65 is needed.
11/May/2026 12:11 PM
Question:
Will QUT consider equivalent demonstrated capability, rather than strict equivalence to a single site workforce profile, when assessing compliance with the mandatory criteria?

Answered on 11/May/2026 12:39 PM:

Thank you for your correspondence seeking clarification on the mandatory experience requirement outlined in the QUT Security Services RFO.

The mandatory criterion has been set deliberately and is informed by QUT’s operational experience. QUT currently operates a dual-site, Brisbane-based security model, delivering services 24 hours per day, 7 days per week, and has done so for many years. Based on this

experience, QUT is satisfied that a locally based workforce of approximately 60–65 officers is required to reliably deliver the service. This scale supports sustainable rostering, relief coverage, surge capacity, and the ability to respond to unplanned and ad hoc operational

demands. The requirement reflects the practical realities of continuous service delivery in our setting rather than a theoretical workforce profile.

QUT recognises that large-scale, geographically dispersed security services present their own challenges. However, the intent of the mandatory requirement is to reflect the specific operating environment of a locally based, single-client, metropolitan 24/7 security model. Continuous dual-campus operations in Brisbane involve distinct considerations, including sustained local workforce availability, real-time supervision and account management, fatigue and wellbeing management, timely incident response, clear escalation arrangements, and resilience during periods of concurrent or heightened demand. These considerations inform the structure of the requirement and are intended to describe the operating context, rather than assess or compare individual service models.

The operating model is outlined in the RFO documentation to assist respondents in understanding the nature of the service, informing accurate costing, and determining whether they have the capacity and capability to meet the mandatory requirements. It is the

responsibility of each respondent to assess their own experience and operating history against the stated criteria and determine whether they can demonstrate compliance. Where a respondent considers that they have delivered services that meet or exceed the mandatory requirement, including through an equivalent operating model, this should be clearly articulated and evidenced in their submission. At this stage, and based solely on the information provided in your enquiry, QUT is not in a position to offer advice on how alternative operating models would be assessed beyond what is set out in the RFO documentation.

QUT’s experience supports the conclusion that delivery of this service requires a workforce of the specified scale, supported by appropriate local management structures, systems, and infrastructure, to ensure safe, reliable, and resilient service delivery on a continuous basis.

This clarification is provided to assist respondents in making an informed decision regarding participation in the RFO process.

Question:
Can we please request for response to the below questions

1. Can QUT please confirm from the roles listed within section 6. Staffing of the Scope of Works – which of these roles are assigned dedicated first aiders?

2. Can QUT please confirm is the Gardens Point ("GP") Rapid Response Officer late is in fact a supervisor role and requires the application of the Senior Operator Allowance?

Thanks & regards.

Answered on 14/May/2026 07:52 AM:

1. All officers are to be qualified first aiders

2. Gardens Point ("GP") Rapid Response Officer roles (both shifts) are level 4 with Snr Officer Allowance.
