Details
The City of Gold Coast (City) is seeking to engage a suitably qualified and experienced not-for-profit youth service provider to deliver youth programs for young people aged 12 to 17 years across designated community centres throughout the City. The services include after-school activities, Saturday sessions and school holiday programs that support the City’s youth priorities of Get Involved, Get Connected and Get Ahead.
Tenderers must refer to LG31441126037 Short Form Goods and Services Quotation Form for full details of the procurement, submission requirements and evaluation criteria. Tenderers are also required to review and consider all seven (7) attachments issued with the Request for Quotation when preparing and submitting their Offer.
All enquiries and requests for clarification must be submitted through the VendorPanel platform by the Supplier query cut-off date. Any responses, addenda or other procurement communications issued by the Principal will be distributed through VendorPanel.
Should Tenderers experience technical issues with the VendorPanel platform, they are to contact VendorPanel Support in the first instance.

With regards to Gate 1: Mandatory Criteria, we would like to enquire about what evidence to attach, that would be deemed appropriate to demonstrate that all of our relevant staff hold a Certificate IV or higher, and hold a Blue Card, WWWC Check, and a National police Check?
Are we required to provide copies of all items for current staff, or would a report (or similar) showing we have checked all of these items and their expiry dates suffice?

Will the City accept a consortium or joint venture submission comprising two or more organisations? If so, may mandatory experience and capability requirements be satisfied collectively by consortium members, or must the lead contracting entity independently satisfy all mandatory criteria?

• In your submission clearly clarify if either Joint Venture (legal entity) or Consortium (individual)
• Outline how your partnership will operate along with contingencies
• Responses should clearly outline both individual Company submission, and then a separate submission as either a joint venture or consortium

1. The specification requires the Contractor to design and continually refresh an engaging and responsive activity program, including adapting programming to youth interests and introducing new or substantially redesigned activities. The Pricing Schedule, however, provides a fixed rate for each session type irrespective of the activity delivered. Can Council please clarify whether the nominated session rate is expected to incorporate all activity-specific costs, including specialist facilitators, equipment, materials, additional supervision, irrespective of the nature of cost of the activity?
2. If so, can Council confirm whether respondents are expected to determine a blended session rate based on an assumed mix of lower- and higher-cost activities across this contract term?
3. Alternatively, will Council permit extraordinary or higher-cost activities that respond to the identified youth interest to be separately approved or funded, or reimbursed at agreed cost, outside the standard session rates?
4. Please confirm the extent to which the Program Coordinator FTE rate is intended to encompass non-session delivery functions including program design, activity development, scheduling, youth consultation, workforce coordination, administration, reporting, continuous improvement and the required annual programming refresh.

1. The pricing schedule provides a fixed rate for each session based on the time frame of the session, not the activity delivered. The nominated session rate is expected to incorporate all activity related costs excluding community centre hire costs (Council covers this).
2. Correct, respondents are expected to determine a blended session rate based on an assumed mix of lower- and higher-cost activities across this contract term
3. We have a set budget that the program needs to meet and there is no contingency for separately funded activities. We are open to proposals for alternate arrangements but only have the current budget rate to work within.
4. The program coordinator is expected to undertake all activity necessary to deliver to the program in its entirety.

1. We will seek to hire additional resources for this program to provide full program and centre coverage, should we be successful. Therefore, are respondents permitted to exclude named personnel for any one or more centres?
2. A previous clarification stated, 'We have a set budget'. To support respondents in developing a value-for-money, deliverable program can Council advise the total budget, or indicative budget range?
