James Cook University (JCU) is seeking to obtain the services of a qualified HVAC-R Contractor, having experience and qualifications in the preventative maintenance, repair and installation of commercial and industrial heating, air conditioning, and refrigeration systems. The intent of this tender is to establish a relationship with a HVAC-R Contractor that can provide the full spectrum of services consisting of preventative & predictive maintenance, including break fix repairs and replacement of the heating, ventilating, air conditioning systems, refrigeration, subsystems, and components normally considered as part of an HVAC-R system and required for the proper functioning of that system according to standard industry best practice.

We have noticed in various buildings that there is assets missing from the asset lists supplied, e.g.: Building 032 is missing 12 x FCU's, 2 x splits and 2 x Box A/C's. Just for clarification, do you only want us to quote on the asset lists supplied?

Hello,
In accordance with the Tender documents an asset audit be completed upon the award of this contract.
JCU acknowledges there are multiple missing assets from varying buildings across site.
Please quote only on the asset lists supplied.
After contract award the requested asset audit will be requested, this will be treated as a variation as required and as approved by JCU Estate. JCU are not interested in having box air conditioners as assets.

Would it be possible to request view-only remote access to the BMS at the two JCU sites as part of the tender evaluation process? This would assist us in understanding the current configuration, system reach, and functionality available on-site.
We note that the BMS may support additional capabilities such as:
- Adjustment of control logic and operational parameters (e.g. setpoints, pump/fan speeds)
- Fault detection and system alerts
- Integration with system perfromance analytics platforms
To assist in our technical assessment and ensure alignment with existing infrastructure, we would also appreciate clarification on the following:
- Is there a more current version of the publicly available BMS Guideline attached to this submission?
- Can you confirm whether there are current Operations & Maintenance (O&M) manual for the BMS' is available for the two campuses?

Hi
We are not providing BMS access to prospective tenderers as part of this process, upon successful award we will however provide view only access to the incumbent and upon award of this agreement to the successful company. We are however happy to provide the documents which may assisting understanding the current BMS functionality and control strategy over the various systems across site. Please note however the current BMS maintenance is currently under a maintenance agreement with another provider and does not form part of the maintenance required under this HVAC-R RFQ.
I will upload the BMS functionality documents shortly.

There is no frequency or tasking required shown for Chillers, Dehumidifiers, Duct Heaters, Fume Cupboards, Humidifiers, Ice Machines, Pumps, Pre conditioners, or Rotary Heat Exchangers. Should we assume these are to be done every 4 months and also as the tasking is not defined for this equipment should we assume that visual inspections are required only? with no cleaning or other PM tasking for this equipment.

Is there a maintenance schedule available showing when the annual maintenance is due and when the annual full function fire tests are due? Also can you please provide a copy of the fire matrix for buildings requiring full function fire tests

Townsville Tender ONLY - please note
Please ignore the double up on Tab Bldg 200, 281-284. You will see on this sheet it is requesting a Lump Sum price for Building 027 which is incorrectly labeled and a double up of Building 281. Please only price building 281 once.
Regarding assets for building 027 you will find this list on the Tab Bldg 026 & 027.
As discussed at the site visit this morning, I will upload all of the current fire matrices we currently have on file.

Hi
- Ice Machines (Out of scope), Rotary Heat Exchangers (Out of scope), Chillers (All 310 Building Chiller Plant is maintained under a separate maintenance agreement) not included in this agreement.
- Dehumidifiers, Duct Heaters, Humidifiers are not included in this scope – run to failure strategy.
- Fume cupboards are under a separate maintenance agreement and are excluded from this agreement.
Preconditioners and pumps are included in this tender and per asset lists provided, and to be maintained 4 monthly as per the intent of this agreement.

In Schedule 2 Scope of works, it mentions to include testing of 20% fire dampers across the site, annual thermo scanning of mech switchboards. Do you have total quantities of the fire dampers and mechanical switchboards located on the Cairns, daintree, malanda and TI sites?

• Fire dampers are covered by the fire maintenance and the BMS contractors during the annual testing.
• We get all our switchboards scanned by our T&T/RCD contractor, Norsafe and this done during one of the RCD testing.
