Unfortunately NPARC does not have a team of Engineers that can supply all the information that you are seeking.

That's why this has gone out as a Design, Construct Tender.

The contract will be based on AS4000:2025.

Question:
General Comment

• Only the general Reservoir Design Specification has been provided; we are missing the document containing the Project Specific Requirements for Bamaga.

• The Specification does not appear to include tailoring to the Bamaga-specific/NPA context.

3.0 Planning Information

1. Site RP description and site location.

2. Land tenure is assumed to be DOGIT, despite the Specification requiring land to be Unity Water owned (Sect 3.2).

3. Survey data, including levels.

4. Preliminary site geotechnical information.

5. Reservoir operating parameters to AHD (e.g. BWL, MOL, Overflow Level).

6. Available planning or engineering reporting.

7. Treated water quality information prior to detailed design.

8. Minimum HGL at the interconnection points for HL and sizing of interconnecting pipework.

9. Current status of power supply to site.

10. Access road requirements – minimum 4 m width, chainage and extent.

If any of the above information cannot be provided to a satisfactory level of detail, it should form the basis of a scope clarification.

4.0 General Design

• Stakeholder requirements – clarify whether Unity Water/NPARC are responsible for stakeholder negotiations.

• Landscaping – confirm whether this is required in the NPA context.

• Precast concrete columns – confirm acceptability.

• Galvanised steel beams based on Draper Road – confirm acceptability.

• To allow for minimisation of columns as requested, confirm purlins and aluminium roof sheeting as per Specification can be adopted to achieve the specified 50-year design life.

10.0 Water Quality

In the absence of treated water quality information, there is no confirmed requirement for pH correction or supplemental chlorine dosing. Water treatment/dosing is therefore not included in the tender but could be provided, if required, as a cost variation.

1. CFD modelling – confirm whether required by the Client to determine the reservoir mixing rate in accordance with Appendix D. Approximate cost $50,000.

2. Passive mixing (preferred option) may be provided with an inlet nozzle, should a low-level inlet be acceptable for water transfer requirements.

3. Consider provision of a 100 mm suction and discharge point in the reservoir wall and space for future recirculation pumping and Cl dosing.

4. Water quality testing will not be available in NPA; sampling, preservation and transport to Cairns, including associated costs, will need to be considered.

12.0 Electrical

• Confirm whether power augmentation is required and, if so, the location of the upgrade connection point.

• Suggest excluding power supply augmentation until the scope is known.

• Requirements for integration with existing NPARC SCADA have not been identified.

• Unity Water-approved supplier requirements may be an issue in NPA (e.g. Sect 12.5 Radio Path Survey).

Mandatory Meeting

• Confirm mandatory meeting requirements, including timing and required attendees.

G1 and G2: NPARC does not have an Engineering Team that can provide local specifications for jobs such as this. I picked the Unity Water Specifications because they were the best ones that were freely available. We will adjust these to suit the Bamaga requirements.

P1: The site is located on Lot 107 on SP284242. Latitude: -10.899929, Longitude: 142.38935

P2: The land is administered by NPARC under DOGIT Legislation.

P3: I have included the latest survey data that I have for that site in the files area. I cannot locate a contours survey for the site. That will have to be included in the design planning phase.

P4: There has been no geotechnical tests conducted at the site. That will need to be included in the design investigations as well.

P5: These have been provided in the text.

P6: There are no planning or engineering reports for this site.

P7: Water Quality results from the drinking water quality management plan have been added to the files.

P8: Pipe sizes should be matched to the existing pipework - 150mm inlet and 250mm outlet and overflow.

P9: There is sufficient power to the site.

P10: There is a steep but adequate access road to the site. NPARC will maintain the road to ensure that it is accessible for trucks and machinery to access the site.

G1: NPARC will be responsible for all Stakeholder requirements.

G2: There are no specific landscaping requirements. The site is to be left clean, level and accessible for plant and vehicles.

G3: Precast concrete columns are acceptable.

G4: Galvanised beams would not be preferred because of the salt air in this region.

G5: Purlins and aluminium roof sheeting will be allowed.

W1: CFD Modelling will not be required.

W2: Passive mixing is preferred.

W3: There is no requirement for 100 mm suction and discharge points.

W4: Veolia will be able to assist with water quality testing. They have an on-site lab and conduct their own tests at the WTP.

E1: There will Be no requirement for power augmentation.

E2: Excluded.

E3: Integration with SCADA is excluded. Contractor will have to assist our SCADA Techs with access to level sensors, valves, instruments, etc.

E4: Ignore the Unity Water approved supplier requirements.

M1: There will be no Mandatory Meeting. It is too hard to get everyone up to Bamaga, especially at this time of the year. I prefer to use Vendor Panel for communication.

Question:
Based on the Unity Water specification the it appears as though the top storage level is only 60% of the capacity, therefore the total volume of the tank should be 2.24ML, is this correct?

It also suggests that the top water level should be the same as the existing, what is this level?

The top water level of the current reservoirs is 77.12mAHD and the bottom water level is 73.68mAHD.

I was unaware of the 60% of capacity requirement in the Unity Water specifications. I will discuss this with them and get back to you.

I have reviewed this requirement and will allow a top water level of 80% because all feed to the tanks is controlled by the high lift pumps.

The AHD levels given above must be maintained.

Question:
We have formwork to allow us to construct an effective capacity of 1.561ML based on the RLs provided, will this be acceptable?
