This project seeks to identify and prioritise ecotourism opportunities in Queensland that are globally competitive, aligned with visitor demand, and capable of delivering strong conservation outcomes. It will provide the government and tourism industry with a set of clear and evidence-based recommendations on where Queensland is best positioned to compete and succeed in ecotourism, and which opportunities should be prioritised to maximise economic, environmental and visitor outcomes.

Details
The research, analysis and assessment should independently examine ecotourism opportunities across protected areas and other locations, moving beyond policy ambition to establish a practical, market-informed understanding of Queensland’s highest-value ecotourism prospects. The work should be grounded in a comprehensive understanding of:
• current and emerging visitor demand, both domestic and international;
• Queensland's ecotourism advantages, unique natural assets and World Heritage Areas;
• leading domestic and international ecotourism development models and case studies;
• Queensland's nature conservation, land management, and Native Title frameworks; and
• other relevant local constraints and enabling policy conditions.
Case studies should examine ecotourism projects that offer comparative learnings for Queensland, including how these projects have:
• responded and fulfilled evolving visitor demand and market trends;
• strengthened the destination’s ecotourism profile and positioning;
• successfully integrated conservation outcomes with high-quality visitor experiences;
• attracted investment from public and private sectors;
• been enabled, incentivised, developed, and scaled over time.
The final output should identify where Queensland is best placed to compete and succeed in ecotourism, the visitor markets and ecotourism experiences that present the greatest opportunities, and the enabling conditions necessary to support 45 x 45 ecotourism development across the state. The work should provide practical, evidence-based insights to guide future policy, planning and investment decisions, while ensuring ecotourism growth aligns with conservation objectives and community expectations.
Operational plans, site-specific master plans and detailed business cases are out of scope for this RFP.

Details
The successful Respondent will deliver an independent, evidence-based research and analysis that identifies and prioritises new ecotourism opportunities in Queensland. The work must provide a clear, defensible and market-informed assessment of where Queensland is best positioned to compete and succeed in ecotourism, and the opportunities that should be prioritised to maximise economic, environmental and visitor outcomes.

TEQ does not expect the Respondent to undertake new primary consumer research. The visitor demand analysis is expected to be informed primarily by existing TEQ and Queensland Government research, together with desktop analysis of publicly available information. Any relevant proprietary data, market intelligence or consumer research already held by the Respondent would be considered a value-add but not a mandatory requirement.
2. The brief references “relevant data and research materials held by TEQ and the Queensland Government”. Can TEQ provide advice on the extent of data and research materials which may be made available? This will support our scoping of what primary consumer research may be required.

The intent of the Prioritisation of Opportunities scope is to identify and prioritise ecotourism opportunities at a strategic planning level.
In response to this specific question, the prioritisation process could include consideration of the most promising geographies, locations and sub-regions across Queensland, alongside other prioritisation factors proposed by the Respondent. However, the scope is not intended to include detailed site selection or the identification of specific land parcels for development.
It is entirely appropriate for the analysis to identify multiple potential locations for a particular ecotourism opportunity or experience type where warranted. For example, if a low-volume, high-yield safari lodge in the hinterland is identified as a strategic opportunity, the analysis may identify several regions or sub-regions that are well suited to that concept. In these circumstances, the prioritisation framework should provide a clear and transparent basis for assessing and comparatively ranking those locations, taking into account factors such as the strength of the ecotourism asset base, market demand, accessibility, supporting infrastructure, prior planning and development activity, conservation values, and strategic fit.
2. Tenure Pathway and Development Recommendations' scope talks to specifically shaping detailed opportunities. This will naturally be impacted by the breadth and variety of potential opportunities identified through this process and agreed with TEQ. Given the uncertain nature of this scope, is TEQ open to having this aspect of the deliverable scoped as a separable phase of work dependent on the volume of opportunities prioritised?
TEQ acknowledges that the scope and level of effort associated with the Tenure Pathway and Development Recommendations component will be influenced by the number, scale and diversity of opportunities identified and prioritised through the earlier stages of the project.
We would expect consultants to identify the key complexities, constraints, dependencies and barriers that may need to be addressed to progress each high-priority opportunity. However, TEQ does not necessarily expect consultants to fully resolve every identified barrier or provide definitive solutions to all issues within the scope of this project.
With respect to the volume of opportunities identified and analysed through this component, TEQ is open to Respondents proposing a flexible pricing model that reflects the nature of the scope. For example, this could include pricing based on a fixed number of priority opportunities to be analysed, with additional work undertaken on a time-and-materials basis should the number of prioritised opportunities exceed an agreed threshold. The Respondent may also propose alternative pricing approaches, provided that TEQ still receives a response that answer the original brief for comparability.
