Details
This Contract is for the supply of Paddock to Reef Program Major Review 2025. This will involve assembling a Panel of Experts to undertake a whole of program review of the Paddock to Reef program and undertake a synthesis of components review. Project Logistics

The following are the requirements and logistics for the major review:

• establish a Consortium of experts with expertise in major program reviews;

• undertake a Synthesis of Reviews of the Paddock to Reef Program components that have already been undertaken;

• lead the Consortium in undertaking a 5-yearly whole of program review of the Paddock to Reef Program;

• collate theme level design documents including independent reviews;

• engage with stakeholders and partners and incorporate their input and feedback;

• draft the review report including recommendations;

• at the conclusion of the review, the Contractor to produce, and provide to the OGBRWH, a detailed project plan outlining activities, timeframes, budget and contingencies.

Details
The Paddock to Reef Integrated Monitoring, Modelling and Reporting Program (Paddock to Reef Program) actively applies the principle of continuous improvement and maintains a high standard of protocols for quality assurance and scientific review.

The P2R Program monitors and evaluates progress towards the Reef 2050 Water Quality Improvement Plan (Reef 2050 WQIP). It serves as the point of truth for assessing the effectiveness of Australian and Queensland government investments in land management, landscape restoration, and regulations. Water quality outcomes are measured against the targets, objectives and long-term outcome of the Reef 2050 WQIP and progress is reported in the Reef Water Quality Report Card.

The existing objectives of the Paddock to Reef program are to:

a) Monitor, interpret and report on water quality status and trends and related ecosystem health in the Great Barrier Reef (GBR), and the pressures and drivers of water quality condition from the GBR catchment.

b) Report on the progress towards Reef 2050 WQIP targets, objectives and long-term outcome through the delivery of the Great Barrier Reef Report Card.

c) Develop and improve the scientific evidence base to support adaptive management practices within the GBR.

d) Provide knowledge to partners enabling efficiency and effectiveness of the Reef 2050 WQIP delivery and implementation across Reef-wide, regional and catchment scales.

e) Provide the primary mechanism for evaluation of the water quality theme of the Reef 2050 Plan.

1.1. Project Overview - Five-Year Major Review

The Paddock to Reef program was last reviewed in 2017, resulting in the Paddock to Reef Program 2018-2022 design. The previous Queensland Government made a commitment to “Conduct a review of the Paddock to Reef program to ensure changes in technology and system knowledge are harnessed”. Following independent reviews of the Paddock to Reef Program components (catchment loads monitoring, catchment modelling program, wetland condition monitoring, agricultural land management practice targets, human dimensions), a whole of program review will be undertaken in 2025 to integrate the program component reviews and will develop recommendations for an updated design for the Paddock to Reef Program.
