Ipswich City Council seeks a suitably qualified consultant to deliver the 2025-2026 Facility and Park Condition Assessment Program. The program covers a coordinated package of assessments across a diverse portfolio of Council-owned sporting facilities, buildings and district parks. The outcomes will directly support asset management planning, capital works prioritisation, future maintenance programming, and leasing arrangements.

Professional Indemnity Insurance Requirement

Subject: RFI – Professional Indemnity Insurance Requirement (RFQ 260206-000320)

Dear Robyn,

We are preparing our submission for RFQ 260206-000320 – Consultancy Services: Facility and Park Condition Assessment Program and seek clarification regarding the Professional Indemnity (PI) insurance requirement outlined in the RFQ and Proposed Agreement.

The RFQ specifies a minimum PI cover of $10 million. Our organisation currently holds $5 million PI insurance, which has been sufficient for similar condition assessment programs delivered for other Queensland local governments.

To ensure our submission is compliant, we request clarification on the following:

1. Will Council accept a PI insurance limit of $5 million for this engagement, given the nature of the services (non-invasive inspections, reporting, and advisory work)?

2.If not, would Council accept a commitment to increase PI cover to $10 million upon award of contract, prior to contract execution?

3. Alternatively, would Council accept a project-specific PI extension or aggregate uplift rather than a permanent policy increase?

We appreciate your guidance so we can finalise our submission in accordance with Council’s requirements.

Subject: RFI – Local Buy LB312 Requirement (RFQ 260206-000320)

Dear Robyn,

We are preparing our submission for RFQ 260206-000320 – Consultancy Services: Facility and Park Condition Assessment Program and seek clarification regarding the requirement for suppliers to be pre-qualified under Local Buy LB312 – Engineering & Environmental Consultancy Services.

Our organisation, Ascension Engineering Services Pty Ltd (ABN 51 671 123 443), is not currently listed under LB312. We have contacted Local Buy and confirmed that:

The LB312 panel is active until 31 October 2028

Local Buy is not currently accepting new applications

No refresh or tender process is presently open for new suppliers to join the panel

Given that the panel is closed to new entrants, we request clarification on the following:

Will Council accept a submission from a consultancy that is not currently pre-qualified under LB312, noting that it is not possible to apply at this time?

If LB312 pre-qualification is mandatory, would Council accept a commitment from us to apply at the next available LB312 refresh, once Local Buy opens the panel?

Alternatively, is Council able to engage suppliers outside the LB312 panel for this RFQ, given the specialised nature of the required assessments?

We are fully committed to meeting all technical, safety, and insurance requirements of the RFQ and wish to ensure our submission aligns with Council’s procurement framework.

1) Could we please confirm cutoff time – Request summary report is 28-Apr and RFQ is 21-Apr?

2) Could we please confirm a NCA assessment is not required for this undertaking?

3) Could we please confirm the assessment period is 20 years?

4) We note the requirement for an RPEQ to undertake some structural assessments. This has the potential to add some additional costs to the assessment process, is this a mandatory requirement or would ICC be willing to accept an assessment performed by an assessor that is not RPEQ, but, has undertaken assessments of a similar nature for several years on many differing types of facilities (and also holds other notable registrations outside of RPEQ)?

a) the scope says that the final and draft reports are to be in a "digital format compatible with Council IT" - could Council provide more clarity what this means and an example if possible?

b) the scope mentions "code violations" and "compliance review" - does that refer to a Building Compliance report undertaken by a building code professional/private certifier?

A) The main out come desired out of this requirements is that any photos links for example, in the report etc work as per expected. Council utilises a system called “objective connect” for large document sharing

B) The objective is for a capable inspector to complete a building compliance assessment of selected buildings against NCC standards
