Council will be appointing a separate consultant for Traffic and Transport Services. Council will coordinate these Services with the Architect and Design Services consultancy as required. It is unlikely that the Traffic and Transport Services procurement will be released prior to the closing date for this tender.

The current project area is based on the broader title boundary that incorporates Rosny Farm and the surrounding parklands. A plan can be provided for clarity. The extent of the Master Plan area will be tested and confirmed through the master planning process, including consideration of relevant connections to the surrounding Rosny Parklands and broader City Heart area.

The part 5 can be amended to suit a company’s style guide however, it is imperative the guide contains all parts of Councils part 5. Any sections missing may impact scoring and conformity of the submission.

Councils directly appointed Cultural Advisor will provide cultural advice and support the Design on Country process. The Cultural Advisor will work with the Consultant team to inform the Planning for Country framework and its application to the project.

Council’s directly appointed Comms and Engagement consultant will support the broader stakeholder and community engagement process. The Architect and Design Services Consultant will still be required to participate in stakeholder engagement relevant to the Master Plan, prepare design materials for engagement, and facilitate design-focused workshops and activities where agreed with Council.

The requirement of 2.2 is for the consultant to name up the suggested team for this project. It may be that the title held by staff is not ‘Project Manager’ but some other like title. You will be required to name up the Manager of the Architecture and Design Services Consultancy.

The Functional Design Brief is intended to establish the design basis for the precinct, translating the project objectives and relevant operational, stakeholder, asset management, maintenance and Business Case requirements into spatial and functional requirements. This may include requirements such as functions and uses, indicative spatial requirements, relationships between uses, operational requirements and other matters necessary to inform precinct planning and design.

Council has an approved budget for the overall funded project. A specific fee budget has not been prescribed for the Architect and Design Services consultancy. Tenderers are requested to propose a fee appropriate to the scope and deliverables set out in the RFT.

Question:
The City Heart Plan identifies a range of potential facilities within the Rosny Parklands and Rosny Farm precinct, including a contemporary gallery, workshops/maker spaces, youth facilities, cultural pavilions, performance spaces, event infrastructure and hospitality uses. The facilities identified in the City Heart Plan are conceptual and should not be taken as a predetermined facility program for the Rosny Creative Precinct. The appropriate mix of facilities will be investigated and tested through the Business Case, stakeholder engagement and precinct planning and options process.

The RFT identifies potential opportunities including creative production facilities, performance and exhibition spaces, youth-focused facilities and associated public realm and landscape improvements. The requirement to develop the Precinct Master Plan to Development Application level applies to the preferred precinct outcome arising from this process, rather than to individual concepts identified through the City Heart Plan

The current study area is based on the title boundary incorporating Rosny Farm and the surrounding parklands.

The study area should be treated as the starting point for the commission rather than a fixed master planning boundary. Its extent will be tested through the evidence base and options process, having regard to the preferred precinct outcome and relevant connections and interfaces with the surrounding Rosny Parklands and broader City Heart area.

The applicable zoning, overlays and planning controls are to be confirmed through the Consultant’s Town Planning services as part of the existing conditions and site analysis.

Council has not predetermined the planning pathway or the use classifications that will apply to the preferred precinct outcome. The Consultant is expected to assess the permissibility and approval requirements of proposed uses as the precinct options are developed, and identify whether a planning scheme amendment or other statutory process would be required to facilitate the preferred outcome.

A Conservation Management Plan exists for Rosny Farm, including the Rosny Barn, and will be provided to the successful applicant.

The Consultant should confirm the heritage status of the study area, including any places entered on the Tasmanian Heritage Register or Council’s heritage list, as part of its Heritage and existing conditions investigations.

Council will provide relevant existing site and technical information in its possession to the successful Consultant. Respondents should not assume that comprehensive or current survey, geotechnical, services, contamination, arboricultural or building condition information is available.

The Consultant is expected to identify and undertake, through its multidisciplinary team, the investigations required to deliver the scope and Precinct Master Plan to the required level of resolution. Where existing information provided by Council is suitable for reliance or use, unnecessary duplication of investigations will not be required.

The Consultant should allow for the physical survey and site investigations reasonably required to deliver the scope, including through the Land Surveying, Environmental and Geotechnical disciplines identified in Schedule 1. Council does not intend to separately commission these investigations.

Existing information held by Council will be provided to the successful Consultant and may be relied upon where appropriate, to avoid unnecessary duplication.

The Quantity Surveying, Cultural Advisor, Legal, Comms and Engagement, and Traffic and Transport services identified as being directly engaged by Council are excluded from the Consultant’s fee.

Council will be responsible for the appointment and contractual management of these consultants. The Architect and Design Services Consultant will be required to coordinate with them as relevant to its scope, programme and deliverables, and to integrate their advice and inputs into the design and Precinct Master Plan where required.

Community engagement will be coordinated by Council, with the Consultant expected to participate and provide design materials and input as required. Stakeholder engagement will be coordinated across the Project Management, Business Case and Architect and Design Services consultancies, with responsibilities determined according to the purpose and subject matter of each engagement.

The Architect and Design Services Consultant should allow for facilitating design-focused workshops and activities relevant to its scope. The detailed engagement programme and allocation of responsibilities will be established during mobilisation and integrated into the overall project programme.

Council has not prescribed a fixed number or format of design review workshops or Council presentations at each milestone. Respondents should allow for design review and presentation activities appropriate to each milestone and their proposed methodology.

Council has not yet appointed a Palawa Cultural Advisor. The Advisor will be directly engaged by Council and will provide cultural advice and support the Design on Country process.

Design on Country is intended to be integrated throughout the commission rather than undertaken as a standalone activity. Respondents should allow for engagement with the Cultural Advisor at relevant stages of the design process, including development of the strategic and functional design brief, options development and evaluation, development of the preferred option, and preparation and refinement of the Precinct Master Plan.

The Consultant will be expected to work collaboratively with the Cultural Advisor, incorporate relevant cultural advice into the design process and demonstrate how that advice has informed the evolving design response. The detailed process and touchpoints will be established during mobilisation with Council, the Cultural Advisor and the broader project team.

No. Council does not require the Consultant to engage a separate First Nations design partner in addition to Council’s appointed Cultural Advisor.

Respondents may choose to include additional First Nations design expertise within their team where this supports their proposed methodology.

The External Project Management and Business Case RFQs have closed and the respective procurement processes are currently underway. Neither consultant has yet been appointed.

The three principal consultant workstreams will operate as an integrated project team under Council’s direction.

- The External Project Management Consultant will coordinate overall project delivery, programme and interfaces

- The Business Case Consultant will lead development of the Business Case and associated analysis

- The Architect and Design Services Consultant will lead the multidisciplinary design and Precinct Master Plan workstream.

Council’s Project Lead will provide client-side leadership, integrate the workstreams and manage project governance and key decision-making. The consultants will be expected to work collaboratively, with dependencies and interfaces coordinated through the integrated project programme and governance arrangements.

Independent assurance will be arranged by Council and will be undertaken by a suitably qualified independent advisor. The appointment has not yet been made.

Council has not prescribed a fixed turnaround period for assurance and hold point reviews.
