The State of Queensland, acting through Queensland Health, invites suppliers to submit an Expression of Interest (EOI) for potential appointment to the Queensland Government Insurance Broker Services Panel. This EOI is a preliminary, non-binding stage designed to test the market, gather information, and identify capable suppliers for progression to Phase 2 – Invitation to Offer (ITO).

The purpose of this EOI is to:

• Understand supplier capability, capacity, and innovation across key service categories.

• Explore solutions that align with Queensland Government procurement principles, including value for money, ethical conduct, local opportunities, and sustainability.

• Inform the development of detailed requirements for the ITO process.

Respondents should note:

• Participation in this EOI is a prerequisite for consideration in Phase 2.

• No contractual relationship will be formed at this stage.

• The Queensland Government reserves the right to invite additional suppliers to Phase 2 where appropriate.

Suppliers are invited to share insights on approaches that are scalable, adaptable, and innovative, supporting effective risk management and insurance strategies for Queensland Government agencies. Submissions should reflect alignment with the Queensland Procurement Policy (QPP) 2026*, demonstrating commitments to ethical practices, transparency, and the principles of purposeful public procurement.

Please note: Phase 2 – Invitation to Offer will formally assess purposeful public procurement outcomes, including contributions to local economic benefits, sustainability initiatives, and positive social impact, in accordance with the Queensland Procurement Policy 2026.

*The Queensland Procurement Policy 2026 will apply to this process from 1 January 2026. Respondents should ensure their submissions align with the principles and requirements of QPP 2026.

Details
The Queensland Government invites Expressions of Interest (EOI) from qualified insurance brokers for potential appointment to the Insurance Broker Services Panel (PSP). The purpose of this panel is to provide government agencies with streamlined access to specialist expertise across a wide range of insurance services, including insurable risk profiling, commercial market placement, alternative risk transfer solutions, insurance valuation services, and reinsurance.

Suppliers shortlisted through this EOI process will be expected to demonstrate capability in one or more service categories and offer scalable, flexible, and innovative solutions tailored to agency requirements. The PSP arrangement is designed to deliver transparency, compliance with government procurement principles, and value for money in the engagement of insurance broker services.

Government agencies face complex and diverse insurance needs that extend beyond the coverage provided by the Queensland Government Insurance Fund (QGIF). External insurance placement and alternative risk transfer solutions for Queensland Government departments are permitted only for risks that cannot be covered by QGIF or where Treasurer approval has been granted. The PSP will be established to simplify these engagements while maintaining strong governance and compliance standards. Brokers appointed to the panel must adhere to ethical supplier requirements, the Queensland Government Supplier Code of Conduct, and relevant prudential standards, including APRA’s GPS 230 for reinsurance management and CPS 220 for risk management. These obligations ensure that services delivered under the panel arrangement meet regulatory expectations and support agencies in achieving robust risk management outcomes.
