Details
Nambucca Valley Council requires high-volume spraying services to manage vegetation across the Nambucca LGA in Council-managed roadside’s, open spaces & reserves. This service is essential to control invasive and noxious weeds & maintain road safety. The panel suppliers are required to ensure continuity of service & compliance with environmental and workplace health and safety requirements, and value for money throughout the period of contract. The service supports Council’s broader vegetation management objectives and contributes to safe, accessible, and well-maintained road corridors for the community
Background information / Compatibility requirements
Details
The contractor is to provide professional high-volume and targeted weed and vegetation management within Council-managed or owned road reserves and public reserves, including control of weed species or other vegetation as directed by council staff. All herbicide application must be carried out in accordance with label constraints, APVMA minor off use permits, and Safety Data Sheet requirements, ensuring safe and environmentally responsible practices. Applicant must also hold a current Chemcert & NSW - EPA Ground Applicator License.
The contractor is responsible for but not limited to providing all traffic control services for the duration of each work activity, including preparation of traffic control plans, and the provision and maintenance of signs and traffic controllers as required, to ensure safe operations and minimal disruption to road users and the public.
This contract is established as a “Panel Contract,” and Council reserves the right to engage any contractor on the List of Contractors for specific work activities. There is no guaranteed quantity of work under this contract.

Question

The specification requires tenderers to hold a current NSW EPA Ground Applicator Licence. Can Council confirm whether this requirement applies specifically to ground-based application methods, or whether it also encompasses licensed aerial/drone (RPAS) pesticide application operators who hold equivalent qualifications under the relevant NSW pesticide legislation?
Additionally, the pricing schedule references side jet and hand gun application methods. Can Council confirm whether drone-assisted targeted application is an acceptable methodology under this contract, and if so, whether tenderers should price this as an additional line item in Schedule 2?

Hi Michael
Thank you for getting in contact with us, sorry for the delayed response as i was seeking clarification from our environmental team.
Their advice is yes will require EPA licence in addition to the RPAS operators licence to work for public authority.
We are happy to accept a submission and rates for an additional line in Schedule 2, as drone use can be applicable to some weed control throughout the valley (cliff faces, steep areas, etc.)
If you would like to submit a response the evaluation panel will evaluate accordingly.
