What the buyer is requesting
Details
CHRC currently owns, operates, and maintains the Springsure Wastewater Treatment Plant (WWTP) which serves the town of Springsure in Central Queensland. The main elements of the WWTP namely the aeration and clarifier tanks have reached the end of their remaining useful lives.

The purpose of the project is the following:

To Design, supply, install and commission a new package plant on the basis of providing it as “lease to buy” for a 2-year term following the successful commissioning and practical completion of the works.

Details
The Scope of Work and specific requirements of the contract include but are not

limited to the following:

Separable Portion 1 – Design, Supply and Installation of Package Plant

(a) Establishment, insurances, securities, pre-construction record, demobilisation etc.

(b) Survey and Services Location including Potholing and protection of existing services.

(c) Geotechnical Investigations.

(d) Site Management and Supervision.

(e) Preparation and Implementation of Management and Other Plans.

(f) Design Phases– undertake 50%, 85% and issue for Construction 100% design phases including documentation

(g) Workshops – Undertake Inception, Design reviews, HAZOP, SiD CHAZOP, CHAIR and Commissioning Workshops as a minimum.

(h) Fabrication and installation of a Package Plant complete with mechanical, electrical and controls as per specifications

(i) Switchboard, control system, cabling, lighting

(j) Lease to buy Period – 2-year lease including operations and maintenance

(k) Design, supply and Installation of support frame, stairs and access platforms including PPE stations, safety signs

(l) Any other works required to complete the works as per specifications and AS standards.

Separable Portion 2 – Civil, Connecting Pipework and Decommissioning

a) Design, supply and installation of foundation / slab for equipment and processes.

b) Design, supply and installation and commissioning of connection pipework for the screened raw sewage pipework, effluent pipework and WAS pipework.

c) Design & construction of security fencing, footpaths and access road as required

d) Site clearing and grubbing prior to the installation of foundation / slab.

e) Decommissioning and removal of aeration tank and clarifier tank and blowers complete including the screened raw sewage pipework, RAS pipework, air and blower pipework, aeration and clarifier tank interconnecting pipework, effluent pipework and WAS pipework and associated electrical and communications infrastructure.

f) Restoration and reinstatement following the decommissioning and removal of redundant infrastructure.

g) Handover including As-Constructed Information, Handover Data and O&M.

h) Pre-commissioning stage

i) Post Commissioning and Operational Support.

j) Provision of Critical Spares and Specialised Tools.

k) Defects Liability / Rectification.
