Details
Gold Coast Hospital and Health Service (GCHHS) require a supplier that can provide 24-hour care services to support GCHHS patients that are awaiting finalisation of their discharge following a hospital episode of care, or that require ongoing care/therapy to optimise their function and independence before returning to their primary residence.

While these patients are medically fit for discharge from acute care, they often require extended inpatient stays due to their ongoing care needs. This challenge is compounded by the limited availability and accessibility of specialised community-based services to support them post-discharge. To address this gap, we are seeking providers who can offer additional inpatient bed capacity for sub-acute patients, ensuring safe, appropriate care until suitable transition arrangements can be made. The service must provide accessibility to guaranteed beds for placement of patients referred to the supplier by GCHHS.

Question:
Will the customer consider a submission from a hospital located in Brisbane?

Answered on 06/Feb/2026 12:44 PM:

As per mandatory criteria at section 1.6.2 of part A - The solution must be located within or be able to mobilize services within the region of the Gold Coast as per the Hospital and Health Boards Act 2011. A solution within a 25km radius would be highly desirable.

This will be a GCHHS leveraged site that requires ease of access by GCHHS patients, visitors and staff.

Question:
Section 3.4 asks us "Does the Supplier accept the security requirements for the performance obligations specified in Part B:

Contract Details: Financial Security to the value of

Performance Guarantee.

Refer to Part B: Contract Details, Section 1 – General Information, Item 16 – Security Requirements.

When we refer to Part B: Contract Details, Section 1 - General Information, Item 16- Security Requirements, it states that this is not applicable.

Are you able to confirm that there is no Performance Guarantee applicable to this tender?

Answered on 12/Feb/2026 12:57 PM:

Thank you for your query. No Performance Guarantee amount or percentage has been specified for this tender. While Part B, Section 1 – General Information, Item 16 does not prescribe security requirements, GCHHS reserves the right to require a Performance Guarantee from the successful tenderer, with the form and value to be negotiated during contract finalisation where appropriate based on risk and contract profile.

Question:
In Part C under the question 10.1 As a Service Questionaire, there is no Attachment 3 as stated in Part C. Is this to be supplied by the GCHHS or is this not required

Answered on 17/Feb/2026 09:44 AM:

Hi

Attachment 3 (As a Service Questionnaire) has not been included, as it applies to procurements involving online platforms or Software as a Service (SaaS) solution.

This procurement does not involve an “as a service” or software-based delivery model; therefore, the questionnaire is not applicable to this activity.

Kind regards

Question:
Hello.

I note the LOS is provided as approximately 30-100 days per patient. Thank you. Can you please provide the number of patients that are envisaged to be in the interim care program? ie funding capped to 30 at anyone time or any other parameters that can be provided would be helpful.

Thank you

Answered on 19/Feb/2026 07:21 AM:

GCHHS is not specifying a capped number of patients for interim care placement. Suppliers should base their proposals on the patient cohort, service needs and functional requirements outlined in the ITO documentation. Please ensure your response focuses on how your proposed service model will meet the needs of GCHHS within the parameters described in the ITO documentation, rather than assuming a fixed patient volume. As outlined in the evaluation criteria, offers proposing 15 beds or more will be considered highly desirable.

Question:
Good morning,

Is GCHHS able to clarify/ share bed capacity requirements for this request.

Many thanks and regards.

Answered on 19/Feb/2026 07:20 AM:

GCHHS is not prescribing a specific bed capacity requirement for this request. Instead, we are asking suppliers to determine and propose the bed capacity they are able to provide, based on the patient cohort, service needs, and functional requirements outlined in the ITO documentation.

In your proposal, please outline how your service model will meet the needs of this cohort, including the number of beds you are able to make available to support delivery of the service. While GCHHS is not specifying a mandated minimum, proposals offering 15 beds or more will be considered highly desirable, as noted in the evaluation criteria.

Question:
Upon detailed review of the tender documentation submitted to market for GCHHS130414 – Provision of Interim Care Services, I seek clarification on the below.

The Customer has confirmed that a pricing schedule or template, have not been provided in Part A, Part B, or the Part C Response Schedules, and welcomes individual/bespoke pricing offers from Suppliers. Several suppliers have raised the question in the Vendor Panel portal. This absence requires clarification from the Customer, particularly as it directly affects Suppliers ability to submit an offer.

Without a defined pricing model, pricing inputs, or a prescribed model of care, (noting that the Model of Care is to be co-developed with the preferred supplier), the process currently resembles an Expression of Interest (EOI) rather than a conventional ITO.

We note that EOI processes are fundamentally different to ITO processes, including different probity and commercial in confidence conditions, potential use of supplier concepts or innovations to shape a future detailed specification, and the possibility of a later, separate approach to market.

The market is expected to present materially different models of care, for example, aged care based models, hotel style transitional care models, and private hospital sub acute models, each with distinct operational designs, inclusions, and cost structures.

While Part A emphasises compliance with the Queensland Procurement Approach and outlines evaluation criteria and weightings, the lack of a defined pricing schedule, model of care specifications, or standardised inputs makes it unclear how the Customer will conduct a consistent, fair, and probity sound, value for money assessment across such broad models.

Part B confirms that this procurement is not an SOA ‘If Contract is formed under an SOA – Not applicable’, which ordinarily implies a single contract award. However, Part A also states the Customer may engage other suppliers for similar deliverables, which introduces ambiguity regarding whether one or multiple Suppliers may ultimately be appointed.

The requirement that the Model of Care is to be co developed, combined with instructions for Suppliers to nominate the patient cohorts they can service, makes it unclear whether the Customer intends to:

• award one Supplier for all cohorts,

• award one Supplier per cohort, or

• award multiple Suppliers across the same or differing cohorts.

This uncertainty raises material probity and evaluation concerns, as it is unclear how pricing, scope proposals, and service models will be normalised, compared, or assessed consistently across submissions that may differ substantially in structure, inclusions, and cost drivers.

Given the above, could the Customer please clarify:

• The intended procurement pathway. e.g. direct award from this ITO vs staged EOI like process;

• Whether additional instructions, templates, or specifications (particularly pricing) will follow;

• How value for money will be assessed across varied models; and

• Whether the Customer intends to award one Supplier, one per cohort, or multiple Suppliers.

We look forward to receiving further clarification on the above to ensure a suitable submission tailored to the correct approach.

Answered on 02/Mar/2026 01:45 PM:

Question 1: The intended procurement pathway. e.g. direct award from this ITO vs staged EOI like process.

GCHHS Response:

The intended procurement pathway for Gold Coast Hospital and Health Service (GCHHS) is a single stage competitive ITO leading to an award. This is not a staged Expression of Interest (EOI) process, nor a multi-phase down-selection process. Tenderers are required to submit their full Technical and Financial Proposal as part of this ITO. The evaluation panel will assess submissions in accordance with the published Evaluation Criteria and value for money requirements. GCHHS may seek clarifications to confirm understanding of submissions. GCHHS may also enter into negotiations with one or more Tenderers prior to final award using a fair and consistent approach.

GCHHS reserves the right to:

• Not award all cohorts;

• Not proceed with any award if value for money is not demonstrated.

Question 2: Whether additional instructions, templates, or specifications (particularly pricing) will follow.

GCHHS Response:

GCHHS confirms that the Technical Proposal Submission Form and Financial Proposal Submission Form have now been issued as part of this procurement process as part of Addendum 3 posted on Wednesday 25 February 2026.

These forms are mandatory for completion and submission and are intended to standardise responses to ensure consistency, transparency, and comparability across all Tenderers, particularly in relation to cohort structure, bed dependencies, staffing models, and pricing assumptions.

Tenderers are required to complete the issued forms in full and clearly disclose:

• All pricing assumptions;

• Any minimum bed number dependencies;

• Any exclusions, additional charges, or conditional pricing arrangements.

GCHHS may, at its discretion, seek clarification or additional detail to confirm understanding of submissions during the evaluation process if required.

Question 3: How value for money will be assessed across varied models

GCHHS Response:

Value for Money (VFM) will not be assessed on price alone.

VFM will be assessed in accordance with the Evaluation Criteria (and weightings) set out in the Tender documents.

GCHHS will assess Value for Money (VFM) having regard to both:

• the Tenderer’s performance against the non-price Evaluation Criteria; and

• the financial proposal / cost of service (including disclosed assumptions, exclusions and any conditional pricing).

To support an objective assessment, GCHHS intends to evaluate and moderate the non-price criteria before considering price, in accordance with the ITO evaluation process. Following completion of the non-price assessment, price will be considered and VFM determined based on the combined outcomes of non-price and price in accordance with the Evaluation Criteria.

Question 4: Whether the Customer intends to award one Supplier, one per cohort, or multiple Suppliers.

GCHHS Response:

GCHHS reserves the right to:

• Award to a single Supplier across all cohorts;

• Award to different Suppliers per cohort;

• Award to multiple Suppliers within a cohort; or

• Partially award bed volumes across multiple providers.

Award will be based on the evaluation criteria including:

• Demonstrated clinical capability per cohort;

• Geographic suitability;

• Bed availability and scalability;

• Risk distribution; and

• Overall value for money.

Tenderers should not assume exclusivity unless explicitly stated in a Contract.

Question:
The Requirements indicate that clinical handover to the Supplier will be provided by the treating consultant at GCHHS, which suggests the GCHHS medical team may remain clinically responsible for the patient following transfer. In conjunction, Schedule 1 also requires the Supplier to ensure that any Medical Officers it engages are credentialled by the Customer. To properly structure our service model (noting the Customer has indicated the Model is to be co-developed), could the Customer please clarify:

1. Whether ongoing medical officer care is required to be provided by the Supplier on a 24/7 basis;

2. If so, what specific scope of responsibility the Supplier’s medical officers would hold once the treating GCHHS consultant has handed over the patient; and

3. Whether the intent is that the GCHHS treating consultant continues to retain primary clinical responsibility after transfer, or that the Supplier assumes full medical governance for the duration of the care episode?

We look forward to your response to ensure a detailed and appropriate submission aligning to the requirements.

Answered on 24/Feb/2026 08:28 AM:

Question 1

Is ongoing medical officer care required to be provided by the Supplier on a 24/7 basis?

This will depend on the model proposed by the Supplier. Where the Supplier provides the medical officer, the Supplier must ensure appropriate on call medical support is available to meet the needs of the patients. If at any point the patient’s care requirements exceed the capability of the site, the patient must be transferred to the Emergency Department.

Question 2

What is the specific scope of responsibility, the Supplier’s medical officers would hold once the treating GCHHS consultant has handed over the patient?

GCHHS Response

Upon clinical handover from the treating GCHHS consultant, the Supplier’s medical officer is responsible for providing all required care in accordance with the agreed model.

Question 3

After transfer, is primary clinical responsibility expected to stay with GCHHS or transfer fully to the Supplier?

GCHHS Response

If the Supplier is providing the medical officer, the Supplier assumes full medical governance for the duration of the care episode.

If the Supplier is not providing the medical officer, the patient remains under the clinical responsibility of the GCHHS medical team post transfer.

Question:
Good afternoon, Mr. Symons and Ms. Prasad,

Please see Request For Information (RFIs) for the GCHHS tender below, and thank you in advance for your time:

With reference to Part A, section 1.10 (i) performance guarantee, are we correct in our understanding that there is no requirement for a performance guarantee

With respect to Part B, Schedule 1, part 4 Patient Referral Pathways, we note patient transfers will occur between 08:00-18:00 Monday to Sunday however could GCHHS advise the typical notice period that will be given to the Supplier in advance of a patient being transported to our facility for ongoing care.

With respect to Part B, Schedule 1, part 5 "record keeping" could GCHHS clarify whether Supplier is to use GCHHSs EMR (and can we assume our workforce will be given licenses and training on GCHHSs patient records management system in order to continue to manage the patient accordingly) or could GCHHS confirm whether Supplier is required to provide our own patient records system (and if so, could GCHHS provide information in regards to their current system?

With respect to Part B, Schedule 1 part 5 'equipment and aids' for instances where medical equipment supplied by the Customer is required, will Customer be responsible for any maintenance / calibration that may be required on these loaned items?

With respect to Part B, Schedule 1 part 5 'other' could GCHHS advise how much suitable office space will be required for 'Customer employees servicing the Facility and Patients'?

With respect to Part B, Schedule 1, part 6 we note Customer will provide computers and printers for Customer Employees. How many employees does Customer anticipate being based within our facility? Could Customer further advise whether they will be providing the necessary secure storage of clinical pharmacy services (and be providing a pharmacist at our facility) or should Supplier factor these costs into our proposal?

Once again, many thanks and regards.

Answered on 02/Mar/2026 01:51 PM:

Question 1

With reference to Part A, section 1.10 (i) performance guarantee, are we correct in our understanding that there is no requirement for a performance guarantee

GCHHS Response

No Performance Guarantee amount or percentage has been specified for this tender. GCHHS reserves the right to require a Performance Guarantee from the successful tenderer, with the form and value to be negotiated during contract finalisation where appropriate based on risk and contract profile.

Question 2

With respect to Part B, Schedule 1, part 4 Patient Referral Pathways, we note patient transfers will occur between 08:00-18:00 Monday to Sunday however could GCHHS advise the typical notice period that will be given to the Supplier in advance of a patient being transported to our facility for ongoing care.

GCHHS Response

Patient transfers are generally advised with around 24 hours’ notice ahead of the planned movement

Question 3

With respect to Part B, Schedule 1, part 5 "record keeping" could GCHHS clarify whether Supplier is to use GCHHSs EMR (and can we assume our workforce will be given licenses and training on GCHHSs patient records management system in order to continue to manage the patient accordingly) or could GCHHS confirm whether Supplier is required to provide our own patient records system (and if so, could GCHHS provide information in regards to their current system? What is the Average Length Of Stay for the patient cohort?

GCHHS Response

The Supplier is required to have their own patient record keeping system in place.

Question 4

With respect to Part B, Schedule 1 part 5 'equipment and aids' for instances where medical equipment supplied by the Customer is required, will Customer be responsible for any maintenance / calibration that may be required on these loaned items?

GCHHS Response

GCHHS will remain responsible for the maintenance and calibration of any medical equipment or aids supplied to the Supplier. However, this is subject to the expectation that the equipment is used appropriately and returned within a reasonable timeframe (timeframe to be agreed upon at time of loan). Additionally, GCHHS will not be responsible for repairs required due to misuse or damage caused by incorrect operation.

Question 5

With respect to Part B, Schedule 1 part 5 'other' could GCHHS advise how much suitable office space will be required for 'Customer employees servicing the Facility and Patients'?

GCHHS Response

The office space required for GCHHS employees will largely depend on patient volumes and the corresponding level of onsite activity. Whilst it is difficult to provide an exact requirement in advance, as an indicative guide, for a facility supporting approximately 50 patients we would typically require access to around five desks. Final space requirements may be adjusted proportionately based on the number of patients and operational needs.

Question 6

With respect to Part B, Schedule 1, part 6 we note Customer will provide computers and printers for Customer Employees. How many employees does Customer anticipate being based within our facility? Could Customer further advise whether they will be providing the necessary secure storage of clinical pharmacy services (and be providing a pharmacist at our facility) or should Supplier factor these costs into our proposal?

GCHHS Response

Following on from the response above, the computers and printers required for GCHHS employees will largely depend on patient volumes and the corresponding level of onsite activity. Whilst it is difficult to provide an exact requirement in advance, as an indicative guide, for a facility supporting approximately 50 patients that would typically require access to 5 desks, the computers provided will be 5 with one common use printer. Final requirements may be adjusted proportionately based on the number of patients and operational needs.

In relation to clinical pharmacy services, applications may propose either model as part of the submission. Where the supplier is able to provide clinical pharmacy services (including access to a pharmacist), this should be clearly outlined and costed within the response. Alternatively, if this is not included within your service model, this should also be specified.

With respect to secure storage of medications, requirements will be finalised through the contract development process to ensure compliance with relevant legislative, safety and governance standards. Proponents should outline their proposed approach to medication storage and management as part of their submission.

Question:
With respect to Part A – Evaluation Criteria, under the “Resources and Scalability of the Respondent to Deliver” component, it states: “Offers that deliver all the requirements will be highly desirable; however, offers that deliver part of the requirements will still be considered.”

Could you please confirm whether Suppliers are permitted to submit a tender for CLINICAL WORKFORCE and PROJECT MANAGEMENT services only, without providing facility or ancillary services?

Thanks

Answered on 02/Mar/2026 01:47 PM:

Could you please confirm whether Suppliers are permitted to submit a tender for CLINICAL WORKFORCE and PROJECT MANAGEMENT services only, without providing facility or ancillary services?

GCHHS Response:

The intent of this procurement is to secure additional inpatient capacity that includes the provision of appropriate physical infrastructure to support safe and effective patient care. This encompasses access to suitable accommodation, facilities, and ancillary services necessary to deliver the required model of care.
02/Mar/2026 04:32 PM
Question:
With respect to Part B - Contract Details, Schedule 1 - Requirements, Section 5 (Resources and staffing):

We note that BCP design is linked to the inclusion of mandatory minimum backup power generation. May we understand if the Customer is flexible on this requirement, as long as a defensible argument can be made that it is not necessary for some patient cohorts?

Answered on 03/Mar/2026 03:21 PM:

If a generator is not proposed to be permanently installed on site, we would need the Supplier to clearly outline their mitigation strategy for an extended loss of mains power. This should include:

• How backup generation will be sourced, including identified suppliers or alternative arrangements

• Mobilisation and delivery timelines, how long it would take to have a generator on-site and fully operational

• How service continuity will be maintained during the mobilisation period, particularly for the patient cohorts affected
